2 Chronicles 20:6

O LORD God of our fathers, are You not God in heaven, and do You not rule over all the kingdoms of the nations, and in Your hand is there not power and might, so that no one is able to withstand You?

The answer to these three questions is clearly yes. He is the God of heaven, and he does rule all kingdoms - they are all accountable to Him, and they will be brought to justice. We read futher, that God is the ruler of all, achnowledged since the creation of the world: "O LORD of hosts, God of Israel, the One who dwells between the cherubim, You are God, You alone, of all the kingdoms of the earth. You have made heaven and earth." (Isaiah 37:16). And speaking of the the LORD; He "is King forever and ever; The nations have perished out of His land. LORD, You have heard the desire of the humble; You will prepare their heart; You will cause Your ear to hear, To do justice to the fatherless and the oppressed, That the man of the earth may oppress no more." (Psalm 10:16-18)
