Owe no one anything, except to love each other, for the one who loves another has fulfilled the law. For the commandments, "You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet," and any other commandment, are summed up in this word: "You shall love your neighbor as yourself." Love does no wrong to a neighbor; therefore love is the fulfilling of the law.
"Owe no man anything, but to love one another, for he that loveth another hath fulfilled the law." does not mean that it is wrong to borrow money. The question is about paying it back. If a debt is due it should be paid exactly on time. Borrowing money where there is little chance of paying it back is sinful, and brings dishonour upon the name of our Lord. But there is another debt which always remains. The Christian owes the debt of love to all. And this love is the fulfilling of the law. Love does not work ill to those around him or her. The unsaved person may claim that he keeps the other commandments, "Thou shalt love thy neighbor as thyself" etc., but he cannot do it. Only one who is born again, in whose heart there is love, has the power to do this.
